Origin: The Ministry of Education, Taiwan, has been promoting New Southbound Talent Development Program since 2017, encouraging universities in Taiwan to engage in concrete academic cooperation with renowned universities in Southeast Asia and to develop educational exchanges with universities in ASEAN and South Asian countries in order to establish bilateral alliances. The seminar will be held in collaboration with the Faculty of Education, University of Malaya (UM), the top-ranked university in Malaysia, and will include scholars from both faculties. Doctoral students from both faculties will present in the fourm to promote academic capacity.
UM is Malaysia's leading publish research university, currently ranked 59th in the QS World University Rankings (which is #9 in Asia), and is also an important academic member of the Association of Pacific Rim Universities (APRU). They have been NCCU's sister university since 2011.
There are six departments and two research centers in the Faculty of Education, University of Malaya, and their academic fields and departments are highly relevant to the our college. Therefore, this seminar aims to assist NCCU in  strengthening our sister university relationship. Through the academic seminar co-organized by the two faculties, our hope is to enhance the research capacity of doctoral students.
After the conference, two Faculties will sign the MOA for the further collaboration and launch the project for English monograph jointly.




Theme: Emerging research issues, topics and themes in education field under and post the pandemic - Research capacity building and bilateral research collaboration from Taiwan and Malaysian perspectives

Introduction: The pandemic outbreak of Coronavirus Identified in 2019 (COVID-19) spread relentlessly across borders in 2020, which resulted in a worldwide educational crisis and campus closure in most nations. The impact on higher education includes thousands of faculty members and students being suddenly forced to stay at home and learn online, and the suspension of international mobility and travel. These changes affect higher education institutions in several aspects, particularly how universities maintain the quality of teaching. Most importantly, how research capacity of university faculty members and graduate students can be continued to build and strengthen under the pandemic become a growing concern in Taiwan and Malaysia. Thus, the purpose of the joint symposium co-organized by College of Education, National Chengchi University and Faculty of Education, University of Malaya will focus on the challenges and impacts brought by the pandemic over higher education system and institutional governance.In addition, a PhD forum will be held to enhance the intellectual interactions between the young scholars of both faculties. 

The academics who are interested in the issues are also welcomed to participate. The forum will be held via Webex.
