Bringing together two Editors-in-Chief of Q1-ranked journals as keynote speakers, the forum provides PhD students with rare insights into global publication standards, editorial expectations, and strategies for developing impactful manuscripts. Through keynote lectures, expert sharing, and interactive discussions, and editors’ feedback, participants are expected to enhance their research design, academic writing, and publication planning skills, while gaining a deeper understanding of the peer-review and editorial decision-making processes. The forum also serves as a platform for international academic exchange and networking, fostering cross-institutional and cross-regional collaboration among emerging scholars. Her research interests include the academic profession, doctoral and master's education, and graduate employability, primarily within the East Asian context. She has been listed among the world’s top 2% most-cited scientists in the field of Education Research since 2022, according to Stanford University. She is currently the director of the Consortium for Higher Education Research in Asia (CHERA) at HKU and serves as Editor-in-Chief of Higher Education Research & Development.     Kevin Kester, Editor of Asia Pacific Education Review and Executive Editor of Teaching in Higher Education (Q1) Kevin Kester is Associate Professor of Comparative International Education and Peace/Development Studies, and Director of the Education, Conflict and Peace Lab, at Seoul National University. His research interests lie in the sociology and politics of education with a focus on the intersectional fields of comparative education, education and conflict, higher education, peace education, and global citizenship education. He is especially interested in critical theoretical perspectives on research and practice drawing on poststructural, postmodern, decolonial, and posthumanist thought. He completed his PhD and postdoc at the University of Cambridge and holds a PGCE from Columbia University, MA in Education and International Development from the University of Toronto, MA in Peace and Conflict Studies from the United Nations, and a postgraduate certificate in Global Affairs from NYU. His most recent books/special issues include A Modern Guide to Education in East Asia: Globalization and Local Intersections (2026, Edward Elgar, with Wing On Lee and Jeongmin Eom); Conflict, Peace and Teaching in Higher Education (2026, Routledge, with Greg Misiaszek); The United Nations and Higher Education: Peacebuilding, Social Justice, and Global Cooperation for the 21st Century (2020, Emerald Publishing); Revisiting ‘Asia as Method’ in Education Research (2023, Springer); and Common Curriculum Guide for Peace Education in Northeast Asia (2023, UNESCO-APCEIU, with Jeongmin Eom and Sicong Chen). He is recipient of the 2024 Professor Noam Chomsky Shining Star Research Award and the 2022 Unju Prize for Research Excellence. Kevin is originally from Kentucky, USA, where he received the commission of Kentucky Colonel – the highest civilian honor bestowed by the Governor of Kentucky – in 2020. He is Editor of Asia Pacific Education Review and Executive Editor of Teaching in Higher Education.

國立政治大學教育學院於2025年10月17日舉辦國際研討會，主題為「Innovative Paths to Quality Higher Education in Asia – Reform, Risks and Reinventions for a Sustainable Future」。這場學術盛會由政大教育學院、嶺南大學、香港恒生大學以及台灣高等教育評鑑中心(HEEACT)共同主辦，聚集來自南韓、新加坡、香港及台灣的亞洲頂尖學者，共同探討高等教育創新與永續改革的新途徑。   研討會由政大教育學院副院長胡悦倫教授及嶺南大學／香港恒生大學副校長莫家豪教授致開幕詞。活動的一大亮點是Springer英文專書 《Innovative Paths to Quality Higher Education in Asia- Reform, Risks, and Reinventions for a Sustainable Future》新書發表會，由政大教育學院與台灣高等教育評鑑中心（HEEACT）共同出版。該書探討亞洲各國高教制度在治理、品質保證、利害關係人參與與創新實踐等面向的發展與挑戰，呈現亞洲在全球高教品質對話中的在地觀點與貢獻，由國立政治大學侯永琪教授、南韓首爾大學Jung Cheol Shin教授及挪威奧斯陸大學Bjørn Stensaker教授共同主編，共計12章，由32位來自19所大學的頂尖學者共同著作。   本次研討會共設三個主題場次。第一場「新興監管架構下的體制改革與品質標準」探討在高等教育大眾化與全球競爭的挑戰下，品質保證機制、治理改革。香港恒生大學莫家豪教授（Ka Ho Mok）以「非洲學生在中國高等教育中的知識正義」為題，檢視非洲學生在中國就學的經驗與挑戰，呼籲高等教育機構在國際化進程中應重視課程去殖民化與多元知識體系的平等對話。   第二場聚焦於學生參與、中國境內國際分校的研究能力。HEEACT團隊的許嘉寶及林芳伃研究員分享「台灣學生參與高教內部品質保證的經驗」，指出學生在教學與治理過程中參與度提升的重要性，並提出強化制度支持與回饋機制的具體建議。新加坡南洋理工大學楊沛東教授（Yang Peidong）以「”水碩”與”反向留學”」為題，探討中國學生赴新加坡一年制碩士課程的動機與學習現象，重新審視國際學生流動的理據與其教育意涵。   第三場則探討生成式人工智慧、永續發展與數位創新對高等教育的變革性影響。台北科技大學傅遠智教授發表「生成式AI對教學與研究的影響」，指出AI正在重塑知識生產與教學方式，推動大學思考自身在AI時代的核心教育價值與評鑑架構。   研討會最後由莫家豪教授、趙楷博士與侯永琪教授致閉幕詞，強調亞洲高等教育領袖之間持續學術合作與共同願景的重要性。他們一致重申推動創新、包容與品質保證的共同承諾。此次聯合研討會充分展現學術智慧與合作的力量，為亞洲乃至全球高等教育開啟邁向創新、公平與永續未來的新契機。  

Innovative paths to quality higher education in Asia- Reform, risks and reinventions for a sustainable future In the context of intensified global competition for talent and resources, coupled with the ongoing massification of higher education, institutions are increasingly required to respond to emerging challenges with agility and strategic foresight. In the post-pandemic era, heightened attention has been directed toward the construction of new regulatory frameworks and the redefinition of quality assurance mechanisms. While the higher education sector has been subjected to various waves of reform aimed at mitigating systemic risks, it is concurrently under pressure to pursue renewal, innovation, and responsiveness to evolving societal and economic demands. Within the Asia-Pacific region, the rapid expansion of higher education over the past decades has prompted national governments to develop and institutionalize comprehensive regulatory frameworks to ensure quality and relevance. These frameworks are not only intended to address domestic educational imperatives but also to position national systems within the broader global discourse on quality, accountability, and international competitiveness. As a result, innovation-oriented policies have emerged, emphasizing the enhancement of educational quality, the promotion of university-society engagement, the strengthening of stakeholder collaboration, and the implementation of the Sustainable Development Goals (SDGs). Recognizing the diversity and complexity of higher education systems across Asia, it is acknowledged that there is no singular or prescriptive model for achieving effectiveness and sustainability in governance, research, and teaching and learning innovation. In response, the joint symposium organized by National Chengchi University, Lingnan University, Higher Education Evaluation & Accreditation Council of Taiwan and The Hang Seng University of Hong Kong aims to convene leading scholars in the field of higher education to critically examine contemporary system reforms and evolving quality standards under emerging regulatory paradigms. 「第十屆四校研究生論壇－國立臺北科技大學場次：連結亞洲，共築知識願景」於2025年5月10日假國立臺北科技大學舉行，由國立政治大學、國立臺北科技大學、國立中正大學與國立嘉義大學共同舉辦。此次論壇匯集來自四校教育領域的研究生與師長，彼此分享研究成果、交流學術觀點，促進跨校合作與學術成長，而本校由教育學系侯永琪教授率領多位研究生參與此次活動，展現優秀的研究實力與積極的學術態度。本次論壇亦邀請韓國首爾大學（Seoul National University）著名高等教育學者Jung Cheol Shin教授及其指導之研究生共同參與，進一步拓展論壇的國際視野，提供台韓學術對話寶貴契機。 研討會發表主題涵蓋多元領域與研究方法，展現豐富的學術樣貌。例如，國立臺北科技大學研究生發表「Mapping Knowledge Gaps in Mathematics: A Diagnostic Analysis of Taiwanese University Entrants Using College Entrance Exam Data」，從大學入學考試數據切入，分析台灣新生在數學學科的知識落差，並開發相關診斷工具，以提升教學策略與學習成效；來自國立嘉義大學的研究生則發表題為「Cross-cultural Adjustment of International Students in Chiayi County」之研究，從質性角度探討國際學生在嘉義地區的文化適應歷程，不僅呈現國際學生的生活挑戰，讓與會者進一步反思台灣高等教育在提供國際生支持資源與政策上的改進空間，對當前高等教育國際化議題具有深刻洞見；此外，首爾大學研究生發表「A Pilot Study: Evaluating the Impact of Performance-Based Research Funding on University Research Performance in China」，分析中國四所頂尖大學在表現導向研究經費制度下，對其學術產出的影響，針對高教治理與資源分配機制提出初步觀察與建議，引發與會者熱烈討論。 本次論壇全程以英語進行簡報與問答，不僅有效提升研究生的學術英語表達與國際溝通能力，也使研究成果能在更具國際視野的語境中進行深入交流與多元檢視。現場亦有來自各校的國際學生參與，進一步促進本地與國際學生之間的文化互動與學術對話，營造跨文化共學的氛圍。會議中亦安排各校指導教授提供回饋與專題座談，針對論文撰寫、學術發表及未來職涯發展等議題，給予研究生寶貴建議與實務指引。綜合而言，藉由本次論壇，四校研究生得以跨越地域與語言的藩籬，建立跨校知識社群，深化學術合作與對話，展現臺灣高等教育在推動研究多元化與國際連結上的積極努力與具體成果。

國立政治大學教育學院於2025年5月9日舉辦「研究生國際學者講座」，特別邀請首爾國立大學Jung Cheol Shin教授蒞校演講，主題為「高等教育績效之指標設計」（Designing Performance Indicators for Higher Education）。 Shin教授從高等教育邁入後大眾化階段切入，指出全球各地政府與大學為因應教育資源日益競爭的局勢，紛紛建立各類評估制度，期能兼顧教育品質與資源分配的效率。他指出，當前高等教育的評估方式主要包括品質保證（Quality Assurance）、績效問責（Accountability）與國際排名（Rankings），然而在政策變動頻繁與評鑑指標過度標準化的情況下，許多大學的發展功能逐漸趨於單一與同質化，也使得不同評估目標之間的指標設計出現矛盾。因此，Shin教授提出良好績效指標應具備三大核心原則：第一，能引導長期變革與持續發展，而非僅追求短期成效；第二，成為高等教育機構進行自我診斷與持續改進的重要工具；第三，需與各校自身的使命定位、組織特性與未來策略發展緊密對應，以支持高等教育機構永續性發展。 在實務面上，Shin教授比較多國在高等教育評估上的經驗，特別提到英國的研究卓越框架（REF）與教學卓越框架（TEF），如何從研究品質、社會影響與學生學習成果等多元面向進行整體性評估，並據以分配資源與提升大學整體競爭力。進一步地，Shin教授提出一套涵蓋「輸入、過程、產出與影響」的指標架構，兼顧教育與研究兩大核心任務。他強調，在重視人格陶冶、人才培育與個人幸福感的高等教育價值觀下，績效指標不應僅聚焦於數據或產出，更應反映教育的社會責任與人文關懷。例如，學生的學習成長、社會參與、就業度等，都是未來高等教育評估中不可或缺的觀察指標。 最後，在面臨全球競爭與社會期待的雙重壓力，制度化、科學化的績效指標設計已成高等教育改革的核心關鍵之一。Shin教授的專業見解與跨國比較觀點，吸引來自本院及國立臺北科技大學的研究生，透過與國際學者的對話，啟發與會者思考高教評鑑未來的可能性，不僅促進跨校合作與理念交流，更為我國高等教育評鑑制度的未來方向提供了寶貴的參考。

教育學院於4月30日，邀請新加坡南洋理工大學（NTU）教務長陳偉強教授（Professor Tan Ooi Kiang）發表專題演講，主題為「在快速變化的全球高等教育格局中轉型南洋理工大學教育」。活動由教育學院副院長胡悅倫教授開場致詞，有來自政大各學院約50名學生參與，並有來自菲律賓聖心學院的30多位師生線上參與。 陳教授分享了南洋理工大學在重塑大學教育方面的創新做法，包括推動跨領域協作核心課程（Interdisciplinary Collaborative Core, ICC）、設計新一代協作教室，以及整合學習分析與生成式AI以提升教學品質。他強調大學必須因應教育環境的快速變遷，不僅要善用尖端科技，更要培養學生的跨領域能力與良性的師生指導關係。陳教授特別指出，打造真實世界的學習經驗，例如將產業實習納入課程設計，對於幫助畢業生面對未來至關重要。 本次活動展現了政大對於全球學術交流的重視，以及推動高等教育持續革新的努力。   新加坡南洋理工大學陳偉強教務長演講 (照片來源：教育學院)     教育學院余民寧院長(左一)、胡悅倫副院長(右一)、台聯大系統蘇蘅副校長(右二)與南洋理工大學陳偉強教務長(左二)合影

作為亞太高等教育研究夥伴聯盟（APHERA）的成員國立政治大學教育學院（NCCU College of Education）與香港恆生學院共同主辦「2025年香港高等教育研究會議」（Conference for Higher Education Research – Hong Kong 2025, CHER 2025）。本次研討會於2025年4月29日至30日假香港恒生大學舉行，主題為「追尋高等教育的國際化：比較觀點與國際經驗」（The Quest for Internationalisation of Higher Education: Comparative Perspectives and International Experiences），來自超過15個國家的200位學者與政策制定者齊聚一堂，展開深入的國際對話。 政大教育學院教授侯永琪（Angela Yung Chi Hou）教授受邀發表專題演講，主題為（From Fragmentation to Flexibility: Rethinking Quality Assurance and Frameworks for Micro-Credentials in Asian Higher Education），深入探討亞洲地區微學分課程發展趨勢與挑戰。此外，教育學院共有五位學生獲選發表研究成果，展現本校培育國際學術新秀的成果。其中陶弘毅、姜繼旺與袁慧君三位親赴香港恒生大學進行現場發表，Muberra Kaynar與李昭明則進行線上發表。學生的出色表現，體現了教育學院致力於促進國際學術交流與培養高教研究新生代的決心。 本次會議亦邀請多位國際知名學者擔任主題及專題演講嘉賓，包括： 香港大學鄭家麒教授（SBS, JP） 英國牛津大學與布里斯托大學高等教育教授 Simon Marginson 教授 英國倫敦大學學院 Andy Green 教授 香港恒生大學莫家豪教授 透過共同主辦與積極參與，政治大學教育學院再次彰顯其在推動高等教育國際對話方面的堅定承諾與學術領導力。本院將持續深化與亞洲及全球高校的合作，致力成為促進國際學術發展的重要樞紐。

來自澳洲墨爾本大學（University of Melbourne）教育學院的 Maurizio Toscano 教授，於 4 月 22 日及 4 月 29 日受邀蒞臨國立政治大學教育學院，進行兩場專題演講。Toscano 教授亦於訪問政大期間與教育學院、國際事務學院、社會科學學院的師生進行學術交流。也與多位行政主管與教師會晤，深入討論未來在教學合作、研究發展及跨領域整合上的可能性。 Toscano 教授為墨爾本大學資深科學教育教師，學術背景跨足天文物理、美學與教育哲學。他本次來台的兩場演講，分別以「衡量重要的事物」（Measuring What Matters）及「數據之外的教育意義」（Science and the Meaning Beyond the Data）為題，挑戰教育研究中對數據與證據的過度依賴，呼籲學界重思教育的本質與價值。 在首場演講中，Toscano 教授引述哲學家 Stephen Toulmin 與教育學者 Gert Biesta，指出「我們認為是『證據』的事物，其實是建構於一連串未被質疑的前提之上。」他主張，量化資料應是通往更深層教育價值的工具，而非目的。 第二場演講中，Toscano 教授從哲學觀點出發，區分「評量」與「判斷」兩種行為，進而探討教育研究是否應被視為一種人文藝術實踐。他表示：「教育的本質在於意義的生成，而非僅僅數據的再現。」 兩場講座均於教育學院井塘樓 313 會議室舉行，並同步開放線上參與。來自不同學院的師生熱烈出席，現場交流氣氛熱絡。會後，Toscano 教授也與政大多位行政主管及教師進行座談，討論如何透過國際合作與學術交流推進政大的教學與研究實踐。   照片

His academic research and teaching work focuses on understanding the relationships between science, art, the environment, philosophy, and education. His work is informed by his wide-ranging academic experiences: his doctoral training was in astrophysics; he has undertaken and supervised research on aesthetics and the scientific imagination; he has produced artworks, collaborated with artists, and written about art and science; and more recently he has examined philosophical perspectives on science and education that draw upon the works of Martin Heidegger.   Session 1  “Measuring what matters”   The philosopher Stephen Toulmin, in his seminal work, The Uses of Argument (1958), underscored that evidence alone was insufficient in supporting the claims we make about the world. What makes something (like data or research findings) legitimate evidence for a claim often depends on a set of assumptions on the part of the person making the argument. These assumptions are often unspoken or undeclared. Yet, they frame the epistemological, ontological, axiological, and praxeological aspects of the discourses and practices in which the arguments are applied. Gert Biesta (2007, 2010, 2015) recognised this in educational research, policy, and practice. The influence in recent decades of evidence-based education calls on us – as this presentation does – to re-examine these hidden assumptions. This is not to abandon the use of quantitative research, but rather to use evidence to explore what matters in education, and why.           Session 2 “Science and the meaning beyond the data”   This presentation explores the question of how we assess and judge entities in the word in which we live. These entities may include students, teachers, schools, classrooms, education systems, psychological states, what people think, what people do, or what they say. Assessing and judging are different kinds of meaningful activity (Cavell, 1979). Whilst the former evaluates the status of an entity against what is known, judgement is more akin to the process of discovery. This presentation uses this distinction to examine the nature of educational research and practice. 台北 — 2025年3月11日 — 為了提升學生的英語能力並促進國際學術交流，政治大學（NCCU）邀請德國萊比錫大學的亨利·薩爾巴赫（Henrik Saalbach）教授進行一場重要講座。此講座是政治大學教育學院所開設的英語授課課程「國際教育資料分析研究」的一部分。 薩爾巴赫教授是多語言學習及認知科學領域的專家，他的講座主題為「語言與多語言在學習與認知處理中的角色」。此次講座於3月11日在政治大學教育學院舉行，探討語言與雙語能力對學習與認知的影響，這是一個在全球化日益加深的今天，越來越受重視的議題。 薩爾巴赫教授因其在雙語能力、認知語言學及語言教育領域的研究而享有國際聲譽。他曾在柏林的馬克斯·普朗克研究所、蘇黎世聯邦理工學院及北京大學擔任研究職位。他的研究結合理論與應用教育實踐，並獲得德國研究基金會（DFG）的支持，包括如「雙語內容學習中的編碼特異性」與「情緒詞彙發展」等的研究計畫。 作為教育工作者的諮詢顧問，薩爾巴赫教授致力於倡導有效的語言支持與包容性教學方法。他在政治大學的講座，為語言與認知發展之間的關係提供了寶貴見解，並對多語言教育政策的討論作出了貢獻。 此次活動對所有有興趣的教職員、學生及研究人員開放，特別是對語言學習與認知科學領域的人士。 PHOTO
